OSCE Survey - Mladic and Karadzic are Heros :: Balkan Insight

A survey on attitudes towards the International Criminal Tribunal for the Former Yugoslavia, ICTY, and war crime prosecutions in Serbia says that around 50 per cent of population think that Ratko Mladic and Radovan Karadzic are not?responsible for the war crimes for which they are charged.

According to the survey conducted by the Organization for Security and Cooperation in Europe, OSCE, and the Belgrade Centre for Human Rights, 70 per cent of Serbians have negative attitudes towards the ICTY.

Survey sample included 1,407 people over the age of 16 who were questioned in face-to-face interviews conducted in September and October 2011.

?This has been one of the most serious surveys related to transitional justice conducted in the whole word,? said Ivan Jovanovic, the Head of the War Crimes Unit at the OSCE Mission to Serbia.

?Based on the results, we concluded that people generally have a negative attitude on these issues, but unfortunately they do not have much information on which they base their opinions,? he added.

Morgijana Breding, representative of the ICTY agrees that there is a lack of media coverage related to war crimes issues and that if there are any, that they are usually biased.

?Journalists are usually covering crimes when the defendant is from their country. For example, during the Gotovina trial there were no journalists from Serbia present,? said Breding adding that the ICTY started its outreach programme quite late.

Dusan Ignjatovic, Director of Serbian Government office for Cooperation with the ICTY, said that the survey shows that the Serbian public is not following enough ICTY trials, but they have a very strong negative opinion on its work.

?It is easier to believe that the ICTY is an anti Serbian court rather than that Serbs committed some serious crimes in the conflicts in 90s,? Ignatovic said.

According to the survey, 40 per cents of Serbs believe that Croats carry the greatest responsibility for the conflicts, followed by Albanians at 17 per cent, while Bosniaks come third with 10 percent.

Bruno Vekaric, Serbian Deputy Prosecutor for War Crimes said that the problem lies in the fact that war crime prosecutions are often politicised.

TeacHer Finance: Get AP Credit, Avoid Student Loan Debt

I don't talk very much about it here, but I teach two A.P. classes. As in, two different A.P. subjects. If you're unfamiliar with the College Board's Advanced Placement program, it basically allows high school students to take advanced classes (to simulate a college experience) and gives them an opportunity to earn college credit in those subjects if they score well on an end-of-course exam. So essentially, I'm charged with teaching my students college-level material and grading them as if they were university freshmen.

As you can imagine, this is a ton of work. Unlike a college professor, I don't have a T.A. to help me grade essays and homework assignments or put together lectures. It's all me. Plus, even though it's supposed to be a college experience, high school issues often get in the way of really making it a college experience. For example, when a pep rally or two-hour delay disrupts the schedule, that's simply time lost, time that I'll never get back to help my kids get ready for the exam. So the workload is huge and the pressure can feel immense.

Despite these inconveniences, I'm a huge believer in the A.P. program. First, a lot of my students don't have any family members who are college graduates; they have no idea what to expect from a college class and AP gives them an opportunity to get prepared - for free. I have no firm data to back this up, but I strongly suspect that experiencing the challenge of AP courses before actually getting to college has saved countless kids from flunking out. They know what to expect and aren't overwhelmed by the workload.

Second, A.P. has the potential to save students serious money if they study hard and do well on the end-of-course exams. For example, I entered college with 23 credits from A.P., almost an entire year's worth of courses. According to my alma mater's website, that would save a currently matriculating student (in-state, which I was) almost $14,000 for the 2011-2012 school year. That's real money, and performing well on the A.P. tests is so much more controllable than trying to get scholarships. If you study hard enough, the credit is yours - you're not competing against a zillion other people or depending on finicky foundations or individuals for money. In other words, earning college credit through A.P. is a sure-fire way to reduce your college tuition burden.

So if you have kids or just know a teenager that is thinking about how to pay for college, encourage them to consider taking A.P. classes - and encourage them to study hard. The end-of course exams are tough but fair, and committing to keeping on top of the A.P. coursework all year really does pay off. Taking A.P. classes and doing well on the A.P. tests is a little-discussed method for seriously reducing the cost of attending college - think about it!

German Neo-Nazi 'Kebab Murders' Cause Merkel Apology

BERLIN (AP) ? Chancellor Angela Merkel apologized Thursday to the relatives of 10 people, mostly immigrants, believed to have been killed by a neo-Nazi group that eluded German authorities' detection for more than a decade.

The National Socialist Underground group ? its name a clear reference to the Nazis' full name, the National Socialists ? is suspected of killing eight people of Turkish origin and a Greek man between 2000 and 2006, as well as a policewoman in 2007.

The string of killings of small businessmen, including a florist, a tailor and fast-food stall owners ? long known as the "kebab murders" ? went unsolved for years, with authorities suspecting organized crime rather than politically motivated violence.

"The murders ... are a disgrace for our country," Merkel said during a memorial event at a Berlin concert house, attended by most of Germany's top officials and relatives of the victims. She pledged to do everything possible to clear up what happened.

Merkel acknowledged that, for a long time, few people imagined far-right terrorists could be behind the killings ? "that led instead to a search for clues in the mafia and drug scene, or even among the families of the victims."

"For years, some relatives themselves unfairly faced suspicion ? that is particularly oppressive," Merkel said. "I ask for forgiveness for that."

The neo-Nazi group's activities only came to light last November when two suspected founders, Uwe Boehnhardt and Uwe Mundlos, were found dead following an apparent murder-suicide as police closed in on them after a bank robbery, and a third alleged core member, Beate Zschaepe, turned herself in.

Police found the murdered policewoman's service weapon in a burning mobile home where the two bodies were found, then discovered a pistol used in the businessmen's killings at a burned-out apartment used by the group.

Investigators found copies of a propaganda video at the apartment, featuring pictures of the victims and a cartoon image of the Pink Panther standing next to a placard proclaiming "Germany Tour, 9th Turk Shot."

Merkel said she regularly has to view videos made by hostage-takers and the like, but "I have never yet in my work seen anything more inhuman."

Concern over far-right violence has flared periodically in Germany over the past two decades, but the country hasn't previously seen anything like the campaign of murder attributed to the National Socialist Underground.

"Reports about unscrupulous far-right perpetrators sometimes shake us, and they dominate the headlines for a few days," Merkel said. "But often enough we perceive such incidents as a side issue ? we forget quickly, much too quickly."

Thursday's event, which was followed by a minute of silence across Germany, was initiated by former President Christian Wulff. Merkel stepped in after he resigned last week in a corruption scandal.

Semiya Simsek ? the daughter of the first victim, florist Enver Simsek, who was shot in Nuremberg in 2000 ? sharply criticized how authorities initially handled the killings, and said her mother had been suspected at one point.

"For 11 years, we couldn't even be victims with a clean conscience," she said.

"There was always this load on our lives that perhaps someone from our family could be responsible for the death of my father," she added. "And there was the other suspicion too: my father a criminal, a drug dealer?"

Sparrows, blackbirds and the great tit are all birds known to sing at a higher pitch (frequency) in urban environments. It was previously believed that these birds sang at higher frequencies in order to escape the lower frequencies noises of the urban environment. Now, researchers at the University of Copenhagen and the University of Aberystwyth have discovered that besides noise, the physical structure of cities also plays a role in altering the birds' songs.

Urban birds sing differently and at a higher frequency than woodland birds in an effort to penetrate the wall of constant noise produced by traffic, machines and human activity. However, architecture also has a profound affect on their songs. The study findings have recently been published in the esteemed scientific journal PLoS One.

A new explanation

"Urban architecture is a crucial determinant of how urban birds sing". Noise amidst the urban landscape is typically composed of lower frequencies. Thus, one might jump to the conclusion that it would be smart for birds to distinguish their song by singing louder in order to drown out the competing noise. However, the recent study demonstrates that the noise explanation is incomplete, according to Professor Torben Dabelsteen of the Section for Ecology and Evolution at the University of Copenhagen's Department of Biology, one of the authors of the study.

The city's role in the song

Some researchers have never really bought into the idea that urban noise alone caused birds in the city to sing at higher frequencies. Either directly, because birds tried to sing at a higher tone and away from noise or indirectly, by the birds singing louder to drown out anthropogenic noise.

"Now, with the help of controlled sound recordings, we have shown that the higher frequencies in urban birds' songs are also transmitted across cities when there isn't any noise from traffic. This shows that the physical structure of cities must play a considerable role in the heightened frequencies," explains Torben Dabelsteen.

Structures and variations in the cityscape - houses, streets, open spaces and alleys - all serve to reflect and distort noise in differing ways, things that birds must take into account. Birds in the urban environment can easily spot one another, but must do what they can to reduce echoes from buildings and narrow streets in order to penetrate and communicate effectively.

High-pitched urban birds

Birds living beyond the urban landscape need not tweet away with full force. While the woodland's trees and abundant foliage also distort sound through reflection, they also serve to obstruct clear lines of sight. Therefore, rural birds may utilize these distortions to help judge distances and locate one another.

"City-dwellers can look forward to the lively song of birds in the coming spring, and even though a side effect of the urban birds' more powerful song is that they sing at a higher pitch, this is something that we are not typically able to hear," explains Dabelsteen.

Toddlers do not like to eat.

Laundry will become your part-time job.

Cooking will become another part-time job.

No one ever told me how much cooking I would be doing as a mother.? If they did, I would not have signed up.? I do not like to cook.? Every day, while kids are living in your home, you will need to prepare one to three meals.? It is the worst.

Kids are gross.

Children barf, poop, pee, bleed, fart, drool, ooze, burp,?and stink.? This will happen all on one day sometimes.? If you can?t handle any of these things, do not sign up for parenthood.

Children are expensive.

Children need food, clothes, medical care, housing, school supplies, and more food.? The older they get the more money it will need to keep them alive.? Saving money is easy.? Just say no to having kids.

Saudi writer may face trial over Prophet Mohammad (Reuters)

JEDDAH/DUBAI (Reuters) ? A young Saudi blogger and columnist has been deported to his homeland to face trial soon after fleeing from death threats triggered by comments on the social network Twitter seen as blasphemy against the Prophet Mohammad.

Hamza Kashgari, 23, fled Saudi Arabia four days ago but was arrested by police in Malaysia en route to New Zealand. Malaysia, which has a majority Muslim population and enjoys close ties with Arab states, sent back Kashgari on Sunday.

A former columnist for the Al Bilad newspaper, Kashgari had sent a series of Twitter posts, or tweets, one week ago of an imaginary conversation with the Prophet Mohammad.

In Saudi Arabia, the world's top oil exporter and home to Islam's two holiest sites in Mecca and Medina, such comments could be considered blasphemy and punishable by death under the kingdom's strict interpretation of Islam.

Kashgari has apologized at length for his posts, however, and a Saudi lawyer said while he faced harsh punishment, it was unlikely to be the death penalty.

Interior and foreign ministry spokesmen declined to comment on Kashgari's status, although Saudi Information Minister Abdul-Aziz Khoja responded to the incident via Twitter.

"When I read what he posted, I wept and got very angry that someone in the country of the Two Holy Mosques attacks our Prophet in a manner that does not fit a Muslim...," Khoja said.

"I have given instructions to ban him from writing for any Saudi newspaper or magazine, and there will be legal measures to guarantee that," he said.

Writing on the Prophet Mohammad's birthday, Kashgari sent three tweets of a fictional conversation with the Prophet.

Addressing the Prophet, Kashgari said he "loved the rebel in you" and that he "loved some aspects of you, hated others."

The reaction on the Internet was swift and vitriolic.

First, there was a flurry of angry comments on Twitter - estimated at more than 30,000 in 24 hours. A Facebook page, "Saudi people want punishment for Hamza Kashgari," has quickly grown to more than 20,000 members.

CALLS FOR EXECUTION

"The only choice is for Kashgari to be killed and crucified in order to be a lesson to other secularists," an online reader of al-Madina newspaper, Abu Abdulrahman, commented on the news of Kashgari's extradition on Sunday.

Malaysia's government defended on Monday its decision to extradite Kashgari. Amnesty International and Human Rights Watch had called on Malaysia not to deport Kashgari.

"Don't think that Malaysia is safe for them to seek shelter here and avoid being traced. We will not allow them to use Malaysia as a transit," Home Minister Hishammuddin Hussein was quoted as saying by state news agency Bernama.

Hishammuddin said Kashgari had been arrested following a request from Saudi Arabia and clarified that the operation had not involved Interpol. A Malaysian police spokesman had told Reuters on Friday that the arrest was part of an operation involving the international police agency.

"I hope this issue is not politicized on the basis of freedom and human rights," Hishammuddin said. "We received a request from Saudi Arabia and we will not protect anyone who is wanted."

A YouTube video of a tearful Saudi cleric Nasser al-Omar calling for Kashgari to be arrested and tried went viral.

Kashgari will probably face trial soon, Saudi officials told Reuters.

"Thank God that he has repented and we hope that Allah will accept it. If, God forbid, there is a trial, we ask for it to be a lenient one," said a person close to Kashgari's family.

Although Kashgari will almost certainly receive a harsh punishment, he is likely to avoid the death penalty if he formally repents in court, said Saudi lawyer Sulaiman al-Jomaii.

"His case is dependent on his repentance. If he repents (in court) then it will be as if he has not committed a crime and there is no Saudi law that details a punishment for his offense if he repents," Jomaii said.

"(This) is a struggle between moderate, true Islam and extreme Islam. Moderate Islam is tolerant. The young man (Kashgari) made a mistake, a big blunder and he must apologize," said Saudi commentator Jamal Khashoggi. "I'm sure that the state is kind and it should not come under pressure. He is only 23 years old. Young people go through these kinds of doubts."

Kashgari removed the offending Twitter comments six hours after posting them and issued a long public apology, but his family said he fled the country because he had feared for his life.

Before his arrest Kashgari said in an interview with the U.S. news website Daily Beast that he did not think he could ever go home because of the death threats, but was also defiant.

"I view my actions as part of a process toward freedom. I was demanding my right to practice the most basic human rights - freedom of expression and thought - so nothing was done in vain," Kashgari was quoted as saying. "I believe I'm just a scapegoat for a larger conflict. There are a lot of people like me in Saudi Arabia who are fighting for their rights."

Saudi Arabia is one of the most conservative states in the Arab world. There is tension over the pace of gradual political, economic and social reforms in Saudi Arabia aimed at reconciling the Islamic kingdom's conservative traditions with a young, increasingly outward looking population.

INTROSPECTIVE LONER

A graduate of the University of King Abdulaziz with a major in Islamic studies, Kashgari had left the Al Bilad newspaper five weeks before the incident due to disagreements over money and his writing.

"Hamza always liked being alone, he wasn't a social person," said a senior editor at Al Bilad. "He had a broken look in his eyes and I think that was a sign of sadness or depression. He's a poet and had a lot of philosophical ideas."

The editor said the young writer had learned the Koran by heart and always had good manners, noting that none of his columns had touched on controversial religious ideas.

Despite a tightening of media rules after the spread of popular revolts through the Arab world over the past year, Saudis are increasingly turning to online news, social networking and satellite television for information.

That has made social media an especially popular - and closely-watched - forum for exchanging views.
