Egypt's president warns against dangers to economy

CAIRO (AP) ? Egypt's Islamist president used his first address before the newly convened upper house of parliament on Saturday to warn against any unrest that could harm the country's battered economy, as he renewed calls for the opposition to join in a national dialogue.

In the nationally televised speech, Mohammed Morsi said the nation's entire efforts should be focused on "production, work, seriousness and effort" now that a new constitution came into effect this week. He blamed protests and violence the past month for causing further damage to an economy already deteriorating from the turmoil since the fall of autocrat Hosni Mubarak early last year.

In an alarm bell over the economy, the central bank announced soon after Morsi's speech that foreign currency reserves ? which have been bleeding away for nearly two years ? are at a "critical" level, the minimum needed to cover foreign debt payments and buy strategic imports.

Morsi's strongly worded address to lawmakers appeared aimed at sending a message to the mainly liberal and secular opposition not to engage in any new protests, depicting unrest as a threat to the priority of rebuilding.

All sides must "realize the needs of the moment" and work only through "mature democracy while avoiding violence," Morsi told the 270-member upper house, or Shura Council. "We condemn and reject all forms of violence by individuals, groups, institutions and even from the nation and its government. This is completely rejected."

He appeared to chide the opposition for not working with him.

"We all know the interests of the nation," he said. "Would any of us be happy if the nation goes bankrupt? I don't doubt anyone's intentions. But can anyone here be happy if the nation is exposed to economic weakness?"

The mainly liberal and secular opposition accuses Morsi of concentrating all power on the Muslim Brotherhood, from which he hails, and other Islamists and steamrolling any alternative voices.

The main opposition groups have refused to join a national dialogue convened by Morsi, saying past talks have brought no compromise. They also stayed out of the president's appointments last week of a few opposition figures to the overwhelmingly Islamist Shura Council, calling the move tokenism.

The bitterness between the two sides was inflamed by the crisis of the past month leading up to the referendum that passed the new constitution. Mass street rallies were held by both the opposition trying to stop the charter and by Morsi's Islamist supporters determined to push it to victory. Clashes that erupted left 10 dead. The charter was approved by 64 percent, but with a low turnout of around 33 percent. Civil society groups and the opposition also point to incidents of fraud in the vote they say have not been properly investigated.

Opponents fear the new charter will consecrate the Islamists' power. The document allows for a stronger implementation of Islamic law, or Shariah, than in the past and has provisions that could limit civil rights and freedoms of minorities.

Morsi has depicted his national dialogue as a chance for all factions to have a voice in planning the next steps and drawing up key legislation to put before the upper house, including a law organizing parliamentary elections. So far, mainly Islamists and only a few small opposition parties are participating.

Liberal former lawmaker Amr Hamzawi said the president's speech offered no new insights and failed to acknowledge significant opposition to the Islamist-drafted constitution. Hamzawi was among those who walked out in protest of the Islamists' handling of the draft process earlier this year.

"We need binding mechanisms to amend the flawed constitution, guarantee that the legislative role of the upper house of parliament will be temporary and to ensure fair elections," he said. "We will not enter into fraud elections each and every time."

Morsi's address aimed to set the tone as the Shura Council begins work on a slate of new laws. The upper house normally has few powers but it will now serve as the law-making body until a new lower house is chosen in national elections expected within a few months. Two thirds of the Shura Council members were elected in voting last winter, but few Egyptians bothered to vote, and Islamist allies of Morsi swept the chamber.

The ultraconservative Salafi al-Nour Party, the second strongest party after the Brotherhood's political wing, suffered a blow this week when its founder and chief Emad Abdel-Ghafour resigned to start a new party, Al-Watan. He took with him around 150 members, including many who were elected to office. The fracturing of the party may bolster the Brotherhood in the coming elections.

In his speech, Morsi repeatedly said it was time to return to "production" and "work." But he did not give details on an overall economic program, including crucial questions like how the government will tackle a crippling budget deficit or carry out expected tax hikes or reductions of subsidies.

The impending austerity measures are major concerns in a country where some 40 percent of the 85 million population live near or below the poverty line of surviving on $2 a day. Morsi's government has requested a $4.8 billion loan from the International Monetary Fund to bridge the budget deficit, but talks are on hold after the government reversed plans for tax hikes this month.

Instead, Morsi denounced those who he said were spreading panic about Egypt's economy, saying the country will "not go bankrupt." He underlined that banks were healthy, after a rush to buy dollars the past week over fears of devaluation of the Egyptian pound.

"Those who talk about bankruptcy, they are the ones who are bankrupt. Egypt will never be bankrupt and will not kneel, God willing," he said to a round of applause.

He directly blamed the past month's violence for Standard & Poor's downgrading this week of Egypt's long-term credit rating one level this week to B-, six steps below investment grade.

Morsi presented the country's foreign currency reserves, currently at $15 billion, as up slightly from last year, though he acknowledged they were still down dramatically from around $36 billion in 2010.

After last year's anti-Mubarak uprising, foreign investment and tourism ? one of the country's biggest money makers ? dried up. With fewer dollars coming in, the central bank has been spending reserves furiously to prop up the currency and pay for key imports. The slight uptick in reserves from last year is mainly due to hundreds of millions of dollars provided by the Gulf nation of Qatar.

In its statement Saturday, the central bank announced the introduction of a new auction system for banks buying and selling U.S. dollars, urging citizens to "ration usage" of foreign currency in favor of the Egyptian pound.

Amr Adly, who heads the Social and Economic Justice Unit at the Egyptian Initiative for Personal Rights, said Morsi's speech failed to outline a real economic recovery plan.

"We need to know the reality of the economic situation and have an idea of the measures that will be taken to address this situation," Adly said. "We are not bankrupt yet because we can still service the debt, but we are on the verge of bankruptcy."

How would you persuade kids and teens to read? ? Kids Playgrounds

I want to start a project on my community, where reading is emphasized.
Dealing with kids and teenagers, what would you tell them to catch their attention so they can start to read more books and spend less time stuck to their electronic devices?

Lol well since i am somewhat a teenager.. I can help-ish. What makes me want to read is if its a really good book, and people usually dont emphazise what a book is about like if u went to the library and asked the librarian if this is a good book, usually shed just tell u whats on the back, but normally ppl dont realize that the book usually doesnt get good until around page 50 or so. And people read like the first page and their like "this is stupid im done." so maybe to get them to read books you can tell them whats in the middle and how good it really is if you want them to read a specific book.
If you want kids to get out and play, make something fun to do! Usually all you can do outside is.. What.. Go on a swing? Kick a rock? Throw a ball? Thats not very intiresting once you hit age 9. (im a girl so i dont speak for boys lol) so get a trampoline, build a zipline on the other end. To be honest playing on an ipod or laptop or whatever is a lot funner then kicking a little ball outside. make something fun to do! If your expecting kids to go outside, idk what you expect cause there really is nothing if you ask me. I mean, i know there is a lot you can do but if they kid is like sitting inside being bored and u tell them to go outside when all they have is a swing and a ball and theyre like 13, unless they have a friend it isnt fun. Sorry if this was really long!

Novatek to Ink Contracts for LNG Supply from Yamal in Q2 2013

Novatek is supposed to provide liquified natural gas from their plant on the Yamal peninsula, according to Vedomosti daily business newspaper, and they expect to sign contracts for the LNG supply in the second quarter of 2013.

Novatek lost their key client, Inter RAO, to Rosneft earlier this year, after the two companies signed a 25 ? year gas supply agreement.

Leonid Mikhelson, Novatek?s CEO, told the reporters that sales are anticipated to begin by the end of 2016.

?We have a sufficient resources base at least till 2020. We will have to invest substantially in Yamal, internal assets. Russian shelf is the Arctic Ocean. The projects (there) demand high investments. In the medium term we will not be looking into it, even though strategically it is important,? he said.

FIND THE HIDDEN MONEY IN YOUR BUSINESS

It?s a common thought that the best way to increase profits in any business is to either work more and get more done, or to cut costs by lowering overhead. These aren?t bad ideas. Getting more clients or customers is always a good thing. And surely lowering the cost of supplies, rent, and other monthly expenses is also a feasible method to increase the amount of money you can take home every month.

The problem with these tactics is that they are too limited. Getting more customers is always welcomed, but more money also has to be invested to gain those customers. A bigger sales team is needed in many cases, depending on the business. Internet marketing tactics have to be amped up to increase production in order to reach more consumers. This could mean paying for additional ads to place on search results or websites, or using extra man power to reach out to people directly through emails or social media.

Lowering overhead also has its pitfalls. How much fat can you trim before the company starts paying a price? Most businesses have ways they could reduce spending, but after a while, all that can be cut has been cut. At that point, there?s not much further you can do.

Luckily, there is an answer in this situation. Companies can learn ways to make more money, if they keep doing the same things they?re already doing. What if you could increase profits without doing any more marketing than you are right now? Sounds pretty enticing, right? Even better, it wouldn?t require that you begin firing employees or trimming expenses out of your budget. You can ?find? money hidden in your business that has been there all along, but which you may have been ignoring.

Then concept isn?t all that out there when you get down to the nuts and bolts of it. The premise of finding money that has been undiscovered in your business involves working smarter instead of harder. You?ve undoubtedly heard this expression a dozen times before, but you may not have really understood what it meant or how you could go about implementing it in your own business. You may have even assumed that only lazy people used that mantra to excuse themselves from doing any real work. This couldn?t be farther from the truth.

So, how can you ?find? money hiding in your business? Follow these steps:

Analyze where your money is going.?It?s amazing how many business owners or managers spend money month after month on things that simply aren?t working for them. Maybe you have hired a social media team because every business has?to have a Facebook page, but your target audience has no Facebook presence. Does this make sense? It doesn?t mean you have to stop using that money, but that you should come up with a plan for using it more wisely.

Once you know where the money is going, figure out where it needs to go instead. Sometimes you may already be employing the right strategies, but you might simply be doing them in the wrong way. For instance, let?s say you send bi-annual direct mailers and get a 2% response rate. That isn?t too bad, at first glance. After all, you make money from each campaign, so you?re fairly happy with it. Conventional wisdom would say that in order to make more from each campaign, you must send out more mailers. Unfortunately, this is where many businesses drop the ball.

It?s not always necessary to send more mailers (or letters, or emails, or phone calls) to increase profits. You might be able to make more money by sending the exact same number of items with each campaign, in fact. How? You need to make them as targeted as possible.

This will require more research and a time investment on your part. The more specific you can get in your marketing efforts, the better your results may be. For instance, if you?re selling life insurance policies, you may have several target audiences to tackle. Instead of sending them all the same marketing collateral, send them each one tailored for their unique situation. This may include senior citizens who want to leave their families with peace of mind, and new parents who want to make sure their kids are secure.

You should also trim your list. Most companies send plenty of materials to targets who are not interested in their products at all. This not only can be annoying for those receiving mounds of junk mail, but it?s also a waste of money. If a person doesn?t fit into one of your targeted groups as being a prime candidate for purchasing what you have to offer, leave them off.

Get more from your existing customers.?Some business spend equal time sending coupons and special offers to those who have never purchased, those who have purchased once or twice, and those who are loyal customers. This is a mistake. Always send more offers to those who have shown to like your products and your business. They will be much more likely to purchase again, even if they?ve already done so recently.

To take this further, instead of investing time or money sending offers to those with a lower level of interest, spend it on sending valuable customers exclusive offers instead. You might keep track of their birthday and send an offer for a free gift or huge discount. If a customer has purchased items for young children several times in the past, you can send them offers for their children, or even for their children?s birthdays.

There may be other tactics you can employ depending on your business. Your goal is merely to figure out where your funds would be best spent, and to target your efforts as much as possible. This will not only make your business more efficient, but will also help increase your profits without you having to invest more up front.

(AP) ? Former British Prime Minister Margaret Thatcher is recuperating at a hospital after an operation to remove a bladder growth, a friend said Friday.

The 87-year-old Thatcher went to see her doctor after experiencing some discomfort and subsequently had the growth removed, according to longtime adviser Tim Bell.

The operation was "completely satisfactory," Bell said. He said he couldn't go into detail as to the nature of the growth and declined to name the hospital, saying he did not want it to be inundated with calls.

Thatcher, Britain's first female prime minister, has been in fragile health since she suffered a series of small strokes more than a decade ago. Although she has occasionally appeared at private functions, she has not made public statements for some time.

Thatcher was not well enough to join Britain's queen for a lunch with former and serving prime ministers earlier this year, and two years ago she missed an 85th birthday party thrown for her by Prime Minister David Cameron at his official residence at No. 10 Downing Street. But in October she was well enough to mark her birthday with a lunch out in London with her son Mark and his wife.

Thatcher's declining health was a focus of Oscar-winning biopic "The Iron Lady," which premiered last year.

Thatcher served as prime minister from May 1979 until her resignation in November 1990. She was the first leader to win three consecutive elections, dominating British politics throughout the 1980s.

She was a firm supporter of her American ideological peer, President Ronald Reagan, but is a divisive figure in Britain, where the fruits of her legacy are still debated.

Canada's top court rejects blanket rule on niqabs in court

(Reuters) - Canadian judges should decide, on a case-by-case basis, whether women can wear the niqab, a full-face veil, while testifying in court, but a blanket rule on the issue would be "untenable", Canada's top court said on Thursday.

The majority decision, supported by four of the seven judges who heard the case at the Supreme Court of Canada, said lower courts must consider, among other things, the harm that could come if Muslim women who wear the niqab feel discouraged from reporting offenses.

But the ruling also said that where a witness's credibility is central to the case, "the possibility of wrongful conviction must weigh heavily in the balance." Judges must also consider the sincerity of a witness's religious beliefs.

The court dismissed an appeal from a woman, known only by the initials N.S., who accused an uncle and a cousin of sexual assault and wished to testify wearing a niqab. A preliminary inquiry judge ordered her to remove the veil when she testified, and appeals pushed the case to the Supreme Court.

Two judges concurred with the judgment on dismissing the appeal, but they argued for "a clear rule that niqabs may not be worn at any stage of the criminal trial" in the interests of openness and religious neutrality.

A third judge, Justice Rosalie Silberman Abella, dissented. She argued that unless a witness's face is directly relevant - for example, when her identity is in question - she should not be required to remove her niqab.

The case is R. v. N.S (33989).

2013: The Year of the Online Writer | Copyblogger

We?re coming up on seven years since I started Copyblogger. That alone is hard for me to wrap my head around, and yet ? here we are.

Since day one, it?s been about content. Not just words that fill up a webpage, but valuable information that attracts attention, drives traffic, and builds businesses.

But there?s another thing Copyblogger has always been about, and that?s the people who create the content. For the most part, especially for us, that means writers.

The last several years (and especially 2012) you?ve heard a lot about content marketing. Some might say too much, but trust me, it?s not going away. We won?t go back to straight pitches, clever commercials, and filler website copy after being offered strategic content with independent value ? the Internet-empowered prospect won?t tolerate it.

On the other hand, there hasn?t been as much celebration of the people who create the blog posts, white papers, video scripts, and infographic copy. That?s about to change, especially around here.

2013 will mark a shift in both the perception and the fortunes of Internet-savvy writers. Here are three big reasons why the writer runs the Internet show:

1. Online Marketing is Driven by Content

Content marketing isn?t a buzz phrase, and it isn?t a fad. Rather, people are starting to realize that content is the foundational element of all effective online marketing. This is very good news for writers.

From the allure of building a direct relationship with prospective customers and clients, to smarter pay-per-click strategies, to social media sharing, to SEO ? content is what works.

The increased demand for talented content creators means compensation and respect for the writer will rise ? as long as you understand and assert your own value in the marketplace. Don?t worry, we?ll keep reminding you, and giving you smart tips for staking the claim of your choice.

2. Google Authorship Elevates the Writer

Google made talented writers more important with the Panda and Penguin updates. Instead of weak content and ?unnatural? link building, now sites need strong content that attracts links organically.

But it hasn?t stopped there. Now who creates the content, and who does the linking out matters ? which is why Google wants to know who you are via your Google+ authorship profile. What?s been dubbed Author Rank has the potential to be the biggest algorithmic signal for SEO since the hyperlink itself.

The days of lame anonymous content are over. Even better, rock star writers with demonstrated success and strong social followings will command the highest compensation and equity positions.

Think about that.

3. The Writer as Entreproducer

So, the rest of the business world might start to realize just how much great writers are worth. Well, a lot of writers have already realized it, and have clued in to the fact that they don?t need a job, or perhaps even clients, to succeed at doing what they love.

The boom in online content marketing will drive thousands of writers to control their own destinies. Not just as in-house staff or freelancers, but as owners of consulting firms and agencies.

Add to that the self-publishing boom with ebooks and other digital goods, and the writer truly can run his or her own show. Some might even start software companies. ;)

    Venezuela VP hopes Chavez can be sworn in Jan. 10

    CARACAS, Venezuela (AP) ? Venezuela's vice president said on Wednesday that the government is still aiming for President Hugo Chavez to be sworn in for a new term as scheduled next month, saying his condition has been improving after his cancer surgery in Cuba.

    Vice President Nicolas Maduro declined to speculate when asked about scenarios if the ailing president is unable to take the oath of office on Jan. 10. He took the stance amid mounting concerns over the president's tough fight against complications following his fourth cancer-related operation, and a day after National Assembly President Diosdado Cabello floated the idea of postponing Chavez's inauguration if necessary.

    "We're concentrating on prayer, on faith, on medical treatment that is among the best in the world, so that our commander in chief and president upholds his sacred duty on Jan. 10," Maduro said at a news conference. "Day after day ... he has been getting better, and he's the commander of a thousand victories, he's the commander of miracles."

    Maduro, whom Chavez designated as his chosen successor before the surgery, also said that if Chavez isn't able to be sworn in as planned, "he left clear, public instructions about any scenario."

    The 58-year-old president has not spoken publicly since his Dec. 11 surgery for pelvic cancer, and on Tuesday the government said he had a respiratory infection, though it was controlled. Chavez also suffered bleeding during the six-hour operation, which the government has said was promptly stanched.

    Cabello raised the idea of postponing the inauguration on Tuesday, telling reporters it was simply his personal opinion and not an official proposal.

    "You can't tie the will of the people to a date," Cabello said in remarks published by the newspaper El Nacional. "My idea is that we can't see the laws and the constitution from the restrictive point of view."

    The constitution says the president should be sworn in for a new term on Jan. 10. Cabello expressed hope that Chavez could still be back for his swearing-in.

    But Venezuelan analyst Edgar Gutierrez said that Cabello appeared to be sending a message that it might take longer, and that he believes pushing back the date is an option.

    "It's the clearest signal that the president won't be in conditions to be sworn in," Gutierrez said. "Diosdado is preparing the field of opinion."

    Cabello noted the constitution also says that if a president is unable to be sworn in by the National Assembly, he may be sworn in by the Supreme Court. "And it doesn't put a date" for that, he said, noting that there is no mention of a date in the article dealing with a swearing-in before the Supreme Court.

    When Maduro was asked about the idea at Wednesday's news conference, he said: "We don't think it's favorable to enter into the field of speculation."

    Cabello is one of the few government officials who have traveled to Cuba since Chavez's surgery, and his comments carry weight with the president's United Socialist Party of Venezuela, known as PSUV for its initials in Spanish. Cabello is an influential vice president of the party, and he was among the officials present at Maduro's news conference.

    Asked about the possibility raised by Cabello, Maduro said that "any matter that has to be settled, we have our ... Constitutional Chamber of the Supreme Court of Justice, which has shown a great ability to interpret any subject in the constitution that's necessary."

    Venezuela's opposition coalition took issue with Cabello's proposal, saying in a statement that the president should appear and be sworn in on the scheduled date, and that "it can't be modified on the basis of personal opinions or political conveniences." If the president does not appear, the opposition statement said, the constitution is clear that he should be declared absent and a new election should be called.

    Law professor Vicente Gonzalez de la Vega, however, agreed with Cabello, saying the constitution allows for the swearing-in to be before the Supreme Court at a later date, which it doesn't specify.

    "The only thing that ends Jan. 10 is the current (presidential) term," said Gonzalez, a professor at Central University of Venezuela.

    Gonzalez said that lawmakers can request a medical report "to see whether he's getting better, whether he can come or not." And if not, he said, a transition process should then begin, including the calling of a new election.

    If a president-elect dies or is declared incapacitated before the swearing-in, the constitution says the National Assembly president would temporarily take charge of the government and a new presidential vote would have to be held within 30 days. Chavez has said that if such a vote is held, his supporters should elect Maduro to take his place.

    Former Supreme Court magistrate Roman Duque Corredor has ruled out the possibility of authorities going to Cuba for a swearing-in, saying a president cannot take the oath of office outside Venezuela.

    Diego Moya-Ocampos, an analyst with the consulting firm IHS Global Insight in London, said that given the control that Chavez's movement has over all state institutions, including the Supreme Court, "any arrangement that could suit the ruling PSUV party political strategies is possible.

    "This could include postponing the date of the inauguration for the new term, if needed, or even taking advantage of any legal technicality that could see Chavez formally inaugurating his mandate from Cuba," Moya-Ocampos said. "This will all, of course, depend on Chavez's state of health and what is more strategically convenient to those making the decisions."

    The Venezuelan leader underwent his latest operation after tests found his cancer had come back despite previous surgeries, chemotherapy and radiation treatments.

    He had said in July that tests showed he was cancer-free, and he was re-elected in October. But Chavez said later he had been suffering swelling and pain that he thought was due both to his exertion during the campaign and to his prior radiation treatments.

    Independent medical experts consulted by The Associated Press said that given the government's account of the surgery and complications, they think it is unlikely Chavez would be able to stand up and take the oath of office as scheduled. They also said the vague information available makes it difficult to know the likely course of Chavez's recovery.

    Dr. Gustavo Medrano, a lung specialist at the Centro Medico hospital in Caracas, said knowing whether Chavez is on a respirator and in an intensive care unit, and whether he is being given high doses of morphine for pain, would be important to judging where his recovery stands.

    Based on the information provided about Chavez's condition, Medrano said that on his inauguration date "he shouldn't be on his feet."

    Throughout his treatments, Chavez has kept secret several details about his illness, including the precise location of the tumors and the type of cancer.

    Dr. Carlos Castro, scientific director of the Colombian League Against Cancer in Bogota, said much will depend on how Chavez's complications evolve, including the respiratory infection and other infections or bleeding that can develop after such surgery.

    "Personally I don't think he can be sworn in on that scheduled date. I don't think Chavez is going to be in shape to," Castro told the AP in a telephone interview.

    He said that recovering enough to function as president will probably take at least one or two months if all goes well. He noted that Chavez had mentioned being in serious pain before the operation.

    "He still isn't out of danger, and he is still in what I'd call a critical phase in which anything can happen," Castro said.

    The annual Geminid meteor shower peaked overnight last night (Dec. 13), dazzling skywatchers around the world with a bounty of brilliant shooting stars.

    The Geminids' peak was supposed to be good this year, as it occurred in a sky left dark by the new moon. Experts had predicted that viewers in rural areas might see 100 meteors per hour early Friday morning (Dec. 14) ? and perhaps even more.

    Judging by the reactions of some SPACE.com readers, the Geminids did not disappoint.

    "What an incredible show we had here!" Sean Parker, who watched the shower early Friday just west of Tucson, Ariz., told SPACE.com via email. "I was able to see about 50 per hour." [Photos: Geminid Meteors of 2012]

    Parker constructed a gorgeous composite image of about 30 frames, which captured dozens of shooting stars streaking through the skies above a saguaro-studded desert mountain.

    "This image took a lot of work, as I had to scroll through about 400 frames and find which frames had shooting stars in them, then cut out every meteor and blend," Parker said.

    Skywatchers on the other side of the world were enthralled by the Geminids as well.

    "Awesome experience," said Mumbai, India-based Swaroop Hangal, who also captured a photo of a fast-moving meteor.

    "Today, I had planned to see 50 streaks and then quit with or without a pic," Hangal said. "Had almost lost hope when I could capture the 50th one, just between Betelgeuse at the bottom & Alhena in the Gemini constellation."

    The Geminids? so named because they appear to emanate from the constellation Gemini (The Twins) ? are one of the most dependably impressive annual meteor showers.

    They result when Earth plows through debris shed by a 3-mile-wide (5 kilometers) asteroid called 3200 Phaethon. These tiny particles burn up in our planet's atmosphere, leaving bright streaks in the sky to commemorate their passing.

    The Geminids' source is unusual for?meteor showers, which are typically caused by streams of sloughed-off comet particles. Debris streams from the famous Halley's Comet, for example, produce the Orionids every October and the Eta Aquarids, which peak in early May.

    If you missed the Geminid peak last night, don't fret; you still have a few days to catch the shower this year. The Geminids should linger until Sunday (Dec. 16) or so before fizzling out completely.

    Budget talks face big hurdles on spending side

    As fiscal cliff negotiators inch closer to compromise on proposed tax increases to close the federal budget deficit, work now turns to efforts to reach agreements on spending cuts.

    In many ways, lawmakers have left the toughest part of their talks until last.

    By mid-week, Congressional Republicans and the White House continued to whittle down their differences over how much to raise taxes. Unless revised, the current budget law would impose more than a half-trillion of takes hike and spending cuts on Jan. 1, an amount widely?believed to spell big trouble for the feeble U.S. economic recovery.

    The initial gap in the tax proposals???the White House's call for?$1.6 trillion in new money and the?$800 billion counteroffer?from House Republicans ? had narrowed Tuesday?to about $200 billion, prompting optimism that a deal could be reached.

    But there appeared to be little progress in negotiating a compromise to the spending side of the ledger, which remains burdened by massive funding gaps in both the Social Security and Medicare entitlement programs.

    "We are not close to a deal,"?Sen.?Bob?Corker, R-Tenn.,? told CNBC Tuesday. "I've been trying for three weeks ? standing on my head, doing cartwheels ? to try to pivot to entitlement reform. This is not a deal here."?

    It?s not hard to see why the spending side of the talks is proving so difficult.

    One big reason: Congress has already enacted deep cuts in the growth of so-called discretionary spending, the money authorized every year to fund domestic programs, governments agencies and defense spending.

    With the Budget Control Act of 2011 last year, both parties in Congress and the president agreed to tight spending caps that reduce discretionary spending by $1 trillion over 10 years. Those caps are expected to shrink federal?spending from 8.7 percent of gross domestic product in 2011 to 5.0 percent in 2022, according to the Office of Management and Budget.

    ?Essentially we?ve already implemented some quite big cuts, ??said Jim Horney, a budget analyst at the?Center on Budget and Policy Priorities. ?In many areas, we?re going to have to cut pretty far below inflation just to comply with the caps.?

    But it remains to be seen whether Congress sticks with the budget control?plan over the next decade and generates the projected savings needed to rein in the deficit. Some budget analysts note that Congress has broken similar?budget promises in the past.

    ?Even though the law's in place right now to cap spending at a?modest growth rate in the future, that all depends on whether those caps really hold,? said Patrick Louis Knudsen, a budget analyst at the Heritage Foundation. ?We?ve had spending caps in the past but they've blown right through them.?

    The bigger problem is that discretionary spend makes up only about third of what Uncle Sam spends every year. That makes it harder to shrink the overall deficit by cutting only the slowest-growing slice of the pie.

    ?You're basically cutting bone, and you?re not getting much for it,? said Georgetown University professor Gary Bass, a founder of budget watchdog?OMB Watch. ?The big-ticket items are the entitlements. But that?isn't?where Congress tends to make their cuts.?

    That may be about to change. In return for raising taxes, congressional Republicans have made clear they won?t go along with any deal that?doesn't?include major changes in Social Security and Medicare.

    While those programs offer the biggest potential for savings, they also present negotiators with the thorniest political choices. For decades, no politician has dared propose raising the costs to taxpayers?or cutting their?benefits.

    Of the two, Social Security offers some relatively simple ? if politically painful???fixes. One involves slowing the growth of benefits to better reflect the real increase in the?annual?cost of living. Some critics argue that the program's adjustment formula is?too generous and contributes to the funding gap.

    A beneficiary born in the 1940s, for example, will have paid in an average of about $195,000 (in current dollars) and can expect to collect an average of $175,000, according to CBO estimates. But, unless the formula is changed, the ratio of payments to benefits will?gradually shift for younger retirees in the coming decades. By the time those born in the 1980s retire, they will have paid in $260,000 in current dollars ? but will collect $285,000, according to CBO estimates.

    Worse, the system relies on a slower?growing working-age population to fund the rapidly expanding pool of ?baby boom retirees. Today, there are nearly five workers supporting every retiree collecting benefits. By 2030, that ratio shrinks to just three workers supporting each beneficiary.

    One proposed solution is to slow the growth of benefits. By applying a so-called ?chained? consumer price index (which takes into account consumer-buying patterns as prices of specific goods rise or fall), some analysts believe the long-term financial health of the system can be brought back into balance.

    ?You?re still adjusting Social Security to accommodate to the rise in the cost of living, but you?re accommodating it in a more accurate way,? said Knudsen. ?The existing CPI tends to overstate it.?

    Opponents of the move argue that the chained index doesn't accurately reflect the typical?shopping basket of elderly consumers, who pay a disproportionate share of their income on health care, which is rising in cost more rapidly that overall?inflation.? ?

    Another major fix could come from raising the cap on income subject to the payroll taxes that fund the program. Under current law, income over $110,000?isn't?subject to that tax; raising the cap to $170,000 would bring in another $450 billion over 10 years, according to CBO estimates.

    That change alone could close the bulk of the retirement program?s shortfall, said Bass.

    Solutions will be much harder to come by for the funding gaps overtaking Medicare, which pays for health care for seniors, and Medicaid, which covers low-income households. That?s because Congress has little control over the rapid increases in the cost of delivering health care, no matter how it?s funded.

    One very simple proposal would be to raise the age at which Medicare?coverage kicks in. Though simple, the idea is deeply unpopular with a wide swath of older, politically influential voters.

    ?It?s just a code for cutting benefits,? said Bass. ?However you do the math, it?s a cut to the beneficiaries.?

    The change also wouldn't generate nearly enough in savings to offset the harsh political backlash it would produce.?Raising the eligibility age by just two years, to 67, would only save $125 billion?over 10 years, according to the CBO. That?s about 2 percent of the $7 trillion, 10-year overall budget?deficit lawmakers are trying to close.

    Another proposal: raise Medicare?premiums. Since the program was launched in 1966, the share paid by beneficiaries? premiums has fallen from half of the cost of coverage to a quarter. But raising that to 35 percent of the cost would raise just $240 billion over 10 years, according to CBO.

    Other budget-balancing moves include applying a ?means test? to Medicare benefits ? cutting the amount of coverage for wealthier seniors who can afford to buy their own private insurance.

    ?Raising premiums simply feeds a larger government,? said Knudsen. ?By reducing subsidies, you?re actually restraining the growth of government, which is what we favor.?

    But, like Social Security, politically powerful lobbies?behind seniors covered by Medicare, including AARP,?strongly oppose any benefit cuts.

    The ultimate solution, say budget analysts, is to slow the overall growth of health care spending, one of the primary goals of Obamacare. But it remains to be seen whether the estimated savings from that health-reform law?will materialize. Even then, the savings from that program, by themselves, are too small to make a serious dent in the overall?deficit.

    Until they are, the unchecked growth of health care costs will remain the biggest???and thorniest ? problem involved in taming federal spending, say budget analysts.

    Andrew Luck-led Colts rally to beat Lions 35-33

    DETROIT (AP) ? Andrew Luck threw a 14-yard touchdown pass to Donnie Avery with no time left to lift the Indianapolis Colts to a dramatic 35-33 comeback win over the Detroit Lions on Sunday.

    With the final seconds ticking away, the rookie quarterback moved up in the pocket, flipped a short pass to Avery, and the receiver ran untouched into the end zone to complete a rally that started with Lions up 12 points midway through the fourth quarter.

    The Colts (8-4) stayed in control of the AFC wild-card race with the win. Detroit (4-8) lost for the fourth straight time, including three in a row at home after leading in the final quarter.
